Ir. Shah Rizal Dahlan was appointed as Vice President, Group Projects & Engineering (GPE), Projects, Engineering & Technology (PE&T), formerly known as Group Project Delivery (GPD), on 1 January 2024. Group Projects & Engineering’s portfolio spans more than 14 countries beyond PETRONAS’ majority-owned assets, including ventures under Vestigo, Gentari, MISC and KLCCUH, representing over RM140 billion in PETRONAS CAPEX investment. Ir. Shah Rizal is a 52-year-old Malaysian and holds a Bachelor’s Degree in Electrical Engineering from Columbia University, United States. He is a Professional Engineer registered with the Board of Engineers Malaysia and has been a certified Functional Safety Engineer under Technischer Überwachungsverein (TÜV) since 2012. A PETRONAS Education scholar from his secondary studies, Ir. Shah Rizal joined PETRONAS in 1997 as a Field Instrument Executive in PETRONAS Chemicals Ammonia Sdn Bhd. Over the years, he has held various positions along the Technical Professional career path, including Electrical and Instrument Maintenance Superintendent and Staff Engineer, before joining Group Technical Solutions (GTS) in July 2008 as Principal Engineer. He subsequently progressed to the role of Custodian for Instrumentation and Control in August 2012. In June 2020, he was appointed Head of Planning & Corporate Services for PD&T, before assuming a dual role that combined strategic planning and project execution when he was appointed Head of Group Technical Solutions, PD&T between September 2020 and April 2021. Ir. Shah Rizal’s depth of technical experience, strategic foresight and passion for energy sustainability are reflected in a series of notable contributions across the enterprise. He led the establishment of the Sustainable Development and Enterprise Decarbonisation teams, and spearheaded the Race2Decarbonise global hackathon to crowd-source innovative solutions in support of PETRONAS’ Net Zero Carbon Emissions by 2050 (NZCE 2050) aspiration. He was also instrumental in establishing the Result Delivery Program – Focus Areas, supporting PETRONAS’ diversification into non-traditional businesses. His foresight in securing the company’s long-term viability also led him to champion 5G technology adoption in PETRONAS ahead of the national rollout, while also advancing enterprise solutions such as the Enterprise Digital Twin and the development of PETRONAS’ Cybersecurity Strategy and Framework. In addition, he was a key contributor to the successful delivery of PETRONAS Floating LNG (PFLNG) 1 and 2. In 2025, in his capacity as VP of GPD, Ir. Shah Rizal further strengthened project delivery foundations through a combination of safety leadership, execution discipline and ecosystem shaping. Under his leadership, GPD sustained its Mission Zero Possible aspiration of zero Fatality, Major LOPC and Major Fire, alongside a 0.00 LTIF, supported by visible frontline engagement through the Leadership Listening Tour programme, including 19 sessions led by the VP. He also advanced GPD’s right-sized PMT agenda, with META, Peony, KREJUV and Primrose among the early adopters, helping to improve project delivery efficiency and cost competitiveness. At the same time, he helped shape a stronger delivery ecosystem through closer alignment with business partners, industry players and key authorities, including engagements with CIDB, JBPM, Jabatan Imigresen Malaysia, the Ministry of Works, CGSO, JTK and the Ministry of Home Affairs. This was complemented by the delivery of key project milestones across the portfolio, including PRINCE Gas-in, ELITE IA ahead of schedule, Kasawari GFD IFH ahead of plan, and early milestone achievements for Samarang Redevelopment, D18 JTC and Kinabalu Redevelopment. Collectively, these efforts contributed to RM1.1 billion in value creation in 2025 through cost optimisation, commercial strategy and fit-for-purpose delivery. Ir. Shah Rizal is currently serving as the Chairman of PETRONAS Global Technical Solutions Sdn. Bhd. as well as the CEO of PETRONAS Technical Services Sdn. Bhd. He is also one of the Board of Directors for Malaysia LNG Sdn. Bhd., Malaysia LNG Dua Sdn. Bhd., Malaysia LNG Tiga Sdn. Bhd., and PETRONAS LNG 9 Sdn. Bhd. Beyond his corporate responsibilities, Ir. Shah Rizal has also been a strong advocate for talent development and capability building. He serves as an Adjunct Professor at Universiti Teknologi PETRONAS, and a Council Member of the PETRONAS Education Sponsorship Program (PESP), where he actively supports strategic and operational initiatives within PETRONAS and across the broader industry in alignment with the PETRONAS Education agenda.
AI investment is accelerating, but the financial logic behind it is often unclear. As budgets remain constrained following recent geopolitical events and boards and CFOs ask sharper questions about ROI, the value of AI investments needs to be communicated more effectively.
