The traditional contracting model, built for sequential decisions and fixed-price certainty, is not equipped for this pace or complexity. In response, delivery models are evolving: owners and contractors are integrating earlier, sharing risk from the outset and aligning incentives around speed and performance, while modular fabrication and digital tools are compressing timelines and strengthening cost discipline. The markets that have adopted these approaches are commissioning assets fast enough to attract capital away from slower-moving regions. Execution capability has become as decisive as strategy in determining where energy investment flows.
