Jean-Hervé has been with TotalEnergies for the past 25 years. He holds a Master of Science in Process Engineering and a Master’s degree in Petroleum Engineering and Project Development. He began his career as a Process Engineer before moving into various project management positions in countries including Norway, Iran, Nigeria, Indonesia, and Angola. In early 2017, he was appointed Deputy Vice President Deepwater and Subsea within the Development and Support to Operations Division of the E&P Branch. In June 2019, he joined TotalEnergies’ Global Procurement organization as Vice President in charge of procurement for E&P, Refining & Chemicals, and Renewables projects. In September 2023, he was appointed Vice President Deep Offshore within the OneTech Branch. In April 2025, Jean-Hervé was appointed Vice President Projects for E&P, Refining & Chemicals, and Renewables

Time-to-first-oil: compressing development cycles under constraints

As energy security concerns intensify and the urgency to bring new supply online grows, permitting bottlenecks, local content rules and regulatory divergence across jurisdictions continue to extend development timelines, creating a direct tension between supply urgency and delivery complexity. Industrial congestion, equipment backlogs and labour shortages are compounding delays between discovery and first production. Infrastructure readiness is a further constraint: pipeline access, export facilities and processing capacity determine how quickly developments can move to production. To protect project economics, companies are redesigning development strategies around phased execution, standardised engineering and early infrastructure tie-ins. Joint venture structures are evolving to align host-country regulatory expectations with international project management practices. In today's market, time-to-first-oil is a critical measure of upstream competitiveness. Operators that can accelerate the journey from discovery to production will be better positioned to capture first-mover advantage in competitive basins.
