Dr. Diouf previously served as Minister of Higher Education, Research and Innovation (MESRI) from April 2024 to September 2025, and then as Minister of the Environment and Ecological Transition from September 2025 to May 2026. He holds a doctorate in International Economic Law and a degree in Communication and Media Sciences. He is an expert in international trade negotiations, the promotion and protection of international investment, and private sector development. He works as an international consultant for several international and regional organisations and is a lecturer and research professor at Cheikh Anta Diop University in Dakar, Cheikh Hamidou Kane Digital University, and various universities worldwide. He is Chairman and CEO of the consulting firm of the African Agency for Trade and Development (2ACD), and President of a private university, the African Institute for Trade and Development (IACD–Barack Obama). He previously served as Director of Senegal's National Water Company (SONES) and as Executive Director of the Senegalese Investors' Club (CIS). Dr Diouf is President of the AWALE Party, founded on October 30, 2021, and a member of the Diomaye Président coalition.
