Minister of Oil and Environment and Special Envoy for Climate Affairs

In December 2020, HM the King issued a Royal Decree appointing Dr Mohamed bin Mubarak Bin Daina as Special Envoy for Climate Affairs, with the rank of a minister. In June 2022, another Royal Decree was issued appointing Dr Bin Daina as Minister of Oil & Environment. HE Dr Bin Daina currently sits in the Government of the Kingdom of Bahrain and is a member of: - Ministerial Committee for Financial and Economic Affairs and Fiscal Balance - Ministerial Committee for Development Projects and Infrastructure Projects. - Higher Committee for Energy and Natural Resources - The Supreme Defense Council - The Supreme Council for Environment - The Supreme Council for Health - The Supreme Council for Water Resources - The Supreme Council for Development of Hawar Island HE also holds key capacities at Bapco Energies and propels the National Energy Strategy towards the Kingdom’s Economic vision 2030. HE is: - Member of Board of Directors - Chairman of the Group Executive Committee - Chairman of the Group HSE & Sustainability Committee - Chairman of Bapco Energies Operating Strategy Steering Committee - Shareholder Representative of Bapco Energies’ Operating Companies HE began his career as a trainee at Bahrain Petroleum Company (Bapco) in 1993. From 1996-2012, HE held academic roles at the University of Bahrain, where his last position was Director of Accreditation and Quality Assurance at the College of Engineering. In 2013, he joined the Supreme Council for Environment as Deputy Chief Executive and was appointed as Chief Executive in the following year. In 2021, HE was also appointed as Acting Managing Director of the Oil and Gas Holding Company. HE has been honored as a double-honoree and the “Prince Salman bin Hamad Medal for Medical Merit” by HM the King of Bahrain. HE has represented the Kingdom of Bahrain on numerous international platforms, leading delegations to the Montreal Protocol, the United Nations Framework Convention on Climate Change, and various regional and international environmental conferences and summits. Notably, HE has also served as the Vice President of the fifth session of the United Nations General Assembly for the Environment. HE holds a Bachelor of Science in Petroleum Engineering from United Arab Emirates University, a Master of Science in Chemical Engineering from Swansea University, and a PhD in Chemical Engineering from Imperial College. HE is also holds a Postgraduate Certificate in Academic Practice from York St John University.
