Mr. Zeng Shunxian was born in Xinhua County, Hunan Province. He commenced his career in August 1997. He holds a bachelor’s degree, and a master’s degree in Engineering, and is a Senior Engineer. His past roles include technical specialist at Xiangtan Iron and Steel’s High‑Speed Wire Rod Mill; Head of the Administration Office at Xiangtan Iron and Steel; Assistant to the Director and then Deputy Director of the Heavy Plate Manufacturing Department; Deputy Director of the Procurement Department at Xiangtan Iron and Steel; Deputy Director and then Director of the Human Resources and Administration Department at Valin Steel; Director of the General Office and Director of the Capital Operation Department at Valin Group; Executive Director and President of Hunan Dice Investment Co., Ltd. He is currently Board Director and Vice President of Valin Steel. During his time at Xiangtan Iron and Steel, he led the preparation and construction of the heavy-plate production line and brought it into stable operation at full capacity. As the top executive at Dice Investment, he steered the firm through a harsh downturn across the investment sector. Under his leadership, assets under management expanded from RMB 3.9 billion to RMB 10.7 billion and funds under management grew from RMB 2.94 billion to RMB 13.6 billion, and a total profit of RMB 1.076 billion was generated. Since assuming his post as Board Director and Vice President of Valin Steel, he has prioritized capital management, upgrading the group’s corporate credit rating from AA to AAA — the first time the group has achieved China’s highest investment‑grade rating. Valin Steel has earned the top‑tier “A” rating in the Shenzhen Stock Exchange’s annual information‑disclosure reviews for six consecutive years, and received the 15th Tianma Award for Investor Relations of Listed Companies presented by the Securities Times. He has driven cost savings in procurement: the group secured 172 end‑user coal clients and rolled out an enterprise‑wide digital platform for bulk raw materials, delivering substantial structural cost reductions. He has also pushed forward state-owned enterprise reforms. Group subsidiary Lianyuan Iron and Steel was named a benchmark enterprise under the “Science-based Reform Demonstration” initiative, and Valin Cable was recognized as a leading “Specialized, Refined, Distinctive and Innovative” demonstration enterprise. In terms of human‑resources development, he promoted management rotation and secondment, introduced the new eight‑tier skilled‑worker pay‑grade system, strengthened theoretical and political training for senior and mid‑level managers, built managerial capabilities among professional managers, and organized onboarding training for newly appointed mid‑level leaders. These measures have greatly strengthened the company’s talent pool. In 2025, graduates holding master’s or doctoral degrees made up 25% of the group’s new‑hire cohort. Three employees across the group have been honored as National Model Workers, four as Provincial Model Workers, and one as a Master Craftsman, marking an all-time high.
