Saamir Elshihabi is the Executive Vice President, LCV Strategy at Oxy Low Carbon Ventures, a subsidiary of Occidental Petroleum Corporation. He started this position in July 2024. Mr. Elshihabi is based in Houston and has been with Occidental since 2004. He supports Oxy’s low carbon developments through strategic engagements with partners and policy makers. Previously, Mr. Elshihabi was seconded to the COP28 Presidency in the United Arab Emirates and held the role of Principal Lead for Energy Transition, where he was responsible for development and implementation of the energy action agenda at COP28 in Dubai. Prior to these roles, Mr. Elshihabi was responsible for management oversight and transition of the upstream business units in Africa acquired during the Anadarko acquisition. He led the successful divestment of the Mozambique, South Africa and Ghana business units, and new contract negotiations in Algeria. Mr. Elshihabi started his career in the legal department of Occidental, and reached the position of Associate General Counsel for Upstream. In this position, Mr. Elshihabi was the senior lawyer responsible for all legal matters affecting the company’s worldwide upstream oil & gas businesses, including operations, government and private-sector partnerships, international business development and procurement & contracting. Mr. Elshihabi holds a Juris Doctor from Columbia Law School, New York where he was a James Kent Scholar and Harlan Fiske Stone Scholar, as well as the recipient of the Parker School Achievement Award for Excellence in International and Comparative Law. He also holds a Bachelor of Science in Mathematics and International Business Management from Trinity University, Texas. Mr. Elshihabi was a U.S. Fulbright Fellow to the United Arab Emirates in 1995-1996.
