He was born in 1970 in Almaty. Graduated from Al-Farabi Kazakh State National University, Nazarbayev University Graduate School of Business, Stanford University Graduate School of Business. He began his career in 1992 in the private sector. From 1997 to 2001, he worked as a manager, head of department, managing director, vice-president of the national company KazTransOil. From 2001 to 2006, he was Financial Director, Vice President, First Vice President of KEGOC. From 2006 to 2007, he worked as Head of KEGOC Group, Director for Management of Electric Power Assets of Samruk JSC. In 2007, he was appointed Deputy Minister of Energy and Mineral Resources of the Republic of Kazakhstan. From 2007 to 2011, he held the positions of First Vice President, President, Chairman of the Management Board and President of Kazakhstan Electricity Grid Management Company KEGOC. From 2011 to 2012, he served as Managing Director of Samruk-Kazyna JSC. From 2012 to 2018, he was Chairman of the Management Board of Samruk-Energy JSC. From 2018 to 2021, he held the positions of Deputy Chairman of KAZENERGY ULC and Managing Director for Asset Management of Samruk-Kazyna JSC. From March 2021 to April 2023, he was Chairman of the Management Board of Samruk-Kazyna JSC. Since April 2023, he was appointed Minister of Energy of the Republic of Kazakhstan. On February 6, 2024, he was appointed Minister of Energy of the Republic of Kazakhstan.
