Admir Šahmanović, born in 1985. He holds a Master's degree in Financial Management. He has extensive knowledge and experience in the following areas: The European Green Deal, including energy, mobility, circular economy, sustainable finance, clean energy transition and sustainable development. Promotion and advocacy of sustainable investment practices in energy, transport and environmental management. Strategic planning in energy, transport and waste management, and implementation of environmental, social and governance (ESG) criteria in strategic documents (draft NECP, ERP, Sustainable Development Strategy 2030, etc.). Financial analysis of renewable energy management and green projects (participated in projects analyzing the financial performance of state-owned enterprises in the energy sector, member of the National Investment Committee that identifies criteria for financing projects from the capital budget, worked as an auditor on private sector investment projects). Development of financial and investment schemes to increase the energy resilience of Montenegro (participated in the development and implementation of the Innovation Incentive Program for Energy Efficiency in Industry, developed by the Ministry of Capital Investments, the Ministry of Science and the Ministry of Economic Development, including subsidies to encourage investments in energy efficiency). Project management of EU-funded green investments (wastewater treatment, large grant applications, renewable energy projects, etc.). EU policies and integration in planning and implementing governance reforms in the context of EU and national decision-making, in different areas of governance (public administration, public financial management, strategic management and planning, inter-ministerial coordination, energy, environment, transport, competitiveness, etc.). Expert knowledge of EU funds management with practical experience in the financial and technical aspects of assistance programs in the context of EU neighbourhood policy and enlargement, including budget support. Donor coordination, stakeholder management and development of bilateral cooperation relations (close cooperation with the European Commission, the Delegation of the European Union to Montenegro, the World Bank, SIGMA, OECD, UNDP, embassies and many other international partners). Management of programmes and projects in national and international contexts, including the development of the EU-funded Public Administration Reform Strategy 2016-2020, which provided EUR 15 million. Professional experience: - From 2010 - 2013, worked as a senior associate in audit and consulting at PricewaterhouseCoopers, in Montenegro and Serbia. - From 2013 - 2016, was engaged in the Ministry of Sustainable Development and Tourism, in the field of EU funds management, as an IPA programming officer and deputy head of the operating structure for IPA component III. - From 2016 - 2017, was a project coordinator at the British Council, Podgorica office. - In February 2017, he was appointed Director General of the Directorate for International Cooperation and Assistance Programs in the Ministry of Public Administration. - In May 2022, he was appointed State Secretary in the Ministry of Capital Investments. - In July 2024, he was appointed Minister of Mining, Oil and Gas in the Government of Montenegro - Actively involved in the EU integration process through work in the chapter negotiation groups as the head of chapters 14 (transport policy), and 15 (energy), 22 (regional policy and coordination of structural instruments), 27 (environment and climate action), and the Special Group for Public Administration Reform. He gained knowledge and experience through education and professional engagements both in the country and abroad, working on various projects and cooperation with international organizations. He speaks English, Dutch and German. He is married and has two children.
