Mr. Carvalho is currently Deputy Executive Secretary of the Ministry of Mines and Energy.
Regarding to his educational background, Mr. Carvalho holds a PhD in Civil Engineering from the University of Brasília (UnB) and a PhD in Systems and Infrastructure Management from the Superior Technical Institute of Lisbon University (IST/UL). He is also a specialist in Future Intelligence and in Socioeconomic Assessment of Infrastructure Projects.
Within the public sector, he was Director and Substitute Secretary for Articulation and Public Policies in the Special Secretariat of the Investment Partnerships Program of the Presidency of the Republic (SPPI / PR) regarding to energy, oil and gas and mining areas. Also, as a Director of the Secretariat of Projects Coordination for airports and electricity fields, assumed the coordination of the PPI project portfolio and the environmental licensing agenda.
In the Presidency of the Republic, Mr. Carvalho took the position of Advisor in the Secretariat of Strategic Affairs, Chief of Staff and Coordinator of Infrastructure Projects for climate modeling, energy, water resources and drainage, ports and highways affairs.
He worked as Advisor in the Risk Management National Center and in the Executive Secretariat at the Ministry of National Integration. Took the same position in the Department of Urban Environment at the Ministry of Environment.
In addition, he was a Professor in educational programs for public agents in the areas of PPPs and infrastructure regulation with a well published author of books, articles, and research paper in international journals (more than 25 papers). At the present, he provides proofreading services to international journals in the regulation and public policies areas such as utilities policy, expert systems.
